Imagine a society that subjects people to conditions that make them miserable. This society then gives them the drugs to make their unhappiness go away. This is already happening in our own society. Instead of removing the conditions that make people depressed, modern society gives them antidepressants. Indeed, antidepressants are a means of modifying an individual such that the social conditions become tolerable. This is probably why many people are part of the herd without ever revolting by what is happening around them, in their society, in their country.
